About this opportunity

Granville County, North Carolina is seeking architectural and planning firms to conduct a comprehensive Space Needs Assessment and Master Plan Development through a qualification-based selection process. The procurement focuses on evaluating the county's current facilities, which span approximately 337,000 square feet across 30 locations, with the primary objectives of analyzing existing space utilization and developing strategic facility improvement recommendations. The project will be completed in two phases, beginning with a space needs assessment involving leadership meetings and site visits, followed by master plan development that explores alternatives for space improvements and capital planning. Proposals are due on April 10, 2025, by 3:00 PM EST, with anticipated project commencement in June 2025. Firms will be evaluated based on specific criteria: 25% for experience, 25% for project management approach, 35% for project team qualifications, and 15% for proposal thoroughness. The county seeks firms with demonstrated expertise in facility space analysis, particularly those familiar with North Carolina local government operations.

The Request for Qualifications explicitly encourages proposals from small businesses, minority-owned businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. While no specific incumbent vendors are mentioned, the county will negotiate service fees on either a fixed-fee or time-and-materials basis with a "Not-to-Exceed" amount. Insurance requirements include automobile, commercial general liability, workers' compensation, and professional liability coverage. The project's specific budget range is not explicitly stated, but the comprehensive nature of the assessment across 30 locations suggests a substantial investment in facility planning. The county's procurement approach emphasizes comprehensive evaluation and strategic facility improvement, with a clear preference for vendors who can provide holistic space analysis and master planning services tailored to the growing needs of Granville County's governmental infrastructure.

Opportunity text

Granville County ("County") is conducting a qualification-based selection process for firms experienced in providing space analysis and master facility planning services who wish to be considered for providing such services to the County as more particularly described herein. The County is located directly north of Wake and Durham Counties. The County is growing and planning for increased demand for governmental services and employee recruitment over the coming decades. County departments and employees are stationed in various buildings and offices across the County. The County has an ageing group of facilities that are getting to a point where they can no longer serve the growing departments' needs nor serve the public properly. With the growth of the County, age of some facilities, and size of the workforce, the County has decided to study existing county facilities for space needs. This space needs assessment will inform a facilities master plan, and this master plan will explore alternatives and capital improvement opportunities to facilitate space need improvements found through the assessment.
