About this file
Granville County, North Carolina has issued a Request for Qualifications (RFQ) for a Space Needs Assessment and Master Plan Development project. The RFQ seeks architectural and planning firms to conduct a comprehensive evaluation of the county's current facilities, with proposals due on April 10, 2025 by 3:00 PM EST. The project will be completed in two phases: first, a space needs assessment involving meetings with county leadership, site visits, and analysis of current county-owned and leased facilities spanning approximately 337,000 square feet across 30 locations, and second, development of master plans presenting alternatives for space improvements, potential new facilities, and capital planning. The county anticipates beginning Phase 1 in June 2025, with subsequent phases and timing to be determined.
The RFQ encourages proposals from small businesses, minority-owned businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. Firms will be evaluated on criteria including experience (25%), project management approach (25%), project team qualifications (35%), and proposal thoroughness (15%). The county will negotiate service fees on a fixed-fee or time-and-materials basis with a "Not-to-Exceed" amount. Insurance requirements include automobile, commercial general liability, workers' compensation, and professional liability coverage. The county is particularly interested in firms with experience working with North Carolina local governments and the ability to provide comprehensive facility space analysis and master planning services.

Granville County Space Needs Assessment RFQ
Request for Qualifications (RFQ) Space Needs Assessment and Master Plan Development
I. PURPOSE/BACKGROUND
Granville County (“County”) is conducting a qualification-based selection process for firms experienced in providing space analysis and master facility planning services who wish to be considered for providing such services to the County as more particularly described herein.
The County is located directly north of Wake and Durham Counties. The County is growing and planning for increased demand for governmental services and employee recruitment over the coming decades. County departments and employees are stationed in various buildings and offices across the County. The County has an ageing group of facilities that are getting to a point where they can no longer serve the growing departments’ needs nor serve the public properly. With the growth of the County, age of some facilities, and size of the workforce, the County has decided to study existing county facilities for space needs. This space needs assessment will inform a facilities master plan, and this master plan will explore alternatives and capital improvement opportunities to facilitate space need improvements found through the assessment.
Qualified firms that can demonstrate experience working with North Carolina's local governments are encouraged to respond. This analysis and service will study county government buildings and office space needs and present a comprehensive vision that will inform efforts to plan for and accommodate space needs as the county grows. The services to be conducted are more particularly described below in Section 4 entitled Project Specifications. The County encourages proposals submitted by small businesses, minority businesses, women's business enterprises, veteran-owned businesses, and labor surplus area firms. Firms that do not have all services in-house may include subcontractors who will be part of their project team in their response.
Contracts for services shall be negotiated on the basis of demonstrated competence and qualifications.
All necessary staffing, management, supervision, materials, equipment, and supplies shall be provided by the firm(s) to complete the identified services.
Notwithstanding anything herein to the contrary, the County reserves the right to cancel this RFQ at any time and solicit new responses. Firms that do not meet the County’s performance expectations, routinely decline opportunities to participate in this program, or lose significant internal expertise submitted with the original response may be removed from the County’s qualified consultant list.

The County intends to select the firm or project team based on the best overall qualifications package that, in its sole opinion, is most advantageous to the County. A proposal with all the requested information does not guarantee the proposing Firm to be a candidate for additional consideration. The committee may contact references to verify material submitted by the Firm. The ranking of proposals and recommendations of any Firm is the sole responsibility of the County.
The County will consider proposals only from firms or organizations that in the County’s sole judgement, have demonstrated the capability and willingness to provide the services contemplated by this RFQ.
