About this opportunity

The City of Swainsboro and the East Georgia Regional Airport Authority are seeking qualifications from an aviation consulting firm to provide on-call planning and environmental consultant services for the East Georgia Regional Airport, with qualifications due August 13, 2026 at 4:00 p.m. EDT.

Responding firms must hold current pre-qualification from the Georgia Department of Transportation in Area Class No. 1.08 Airport Master Planning — a mandatory eligibility filter. The scope encompasses airport system and master planning, noise compatibility planning, environmental assessments, facility inventories, aviation forecasts, airfield modeling, airport layout and terminal area plan development, compatible land-use planning, and financial planning and benefit cost analysis. Services will be provided on an on-call basis under a five-year Master Agreement, with individual work authorizations and task orders negotiated assignment-by-assignment.

Submissions must not exceed 25 pages excluding tabs and cover letter and may include four copies addressed to Jerry N. Cadle, Chairman, East Georgia Regional Airport Authority, 23 Airport Road, Swainsboro, Georgia 30401. Consultants may request an airport site visit prior to submission. No pricing information, overhead rates, or fees should be included; selection will be qualification-based in accordance with FAA procedures.

Evaluation criteria include capability to perform comparable airport projects, key personnel qualifications and experience, ability to meet schedules and deadlines, quality of previous work, sub-consultant qualifications, branch office independence and support capabilities, ability to furnish qualified construction inspectors, understanding of project challenges, proximity to the airport, and capability to incorporate aesthetic and architectural concepts.

Questions are due August 6, 2026 at 4:00 p.m. EDT. Shortlisted consultants will receive at least seven days' notice of interviews, which may be conducted via phone or in-person. The City reserves the right to reject submissions, request clarification, or waive informalities. Contact with City or Airport Authority employees during the qualifications process results in immediate disqualification.
