About this opportunity
The Chicago Park District (CPD) has issued a Request for Qualifications (RFQ) for Architecture and Engineering Services, seeking to establish a pre-qualified pool of firms to provide services across five specific categories: Architecture, Civil and Structural Engineering, Landscape Architecture, Environmental Engineering, and Ecological Restoration Services. The procurement allows firms to submit qualifications for one, some, or all five categories, with an initial recommended submission deadline of March 10, 2023, and an overall submission window extending from December 15, 2022, through December 31, 2027. The evaluation process will comprehensively assess firms based on professional competence, experience, organizational capacity, financial stability, and compliance with municipal requirements. Firms must demonstrate the ability to perform at least 25% of any awarded project work with their own forces, and will be evaluated on factors including project understanding, technical approach, firm qualifications, key personnel experience, and past performance. The RFQ's objective is to create a master contract pool from which the CPD can select contractors for specific projects, with final firm recommendations presented to the Board for approval.
The RFQ includes specific diversity and inclusion requirements, mandating Minority-Owned Business Enterprise (MBE) participation goals of 25% and Women-Owned Business Enterprise (WBE) participation goals of 5% for each project. Firms must submit comprehensive documentation including financial statements, legal action histories, sustainability practices, and economic disclosure statements. The contract term is set for five years with a potential one-year extension at the CPD's discretion. While specific project award values are not explicitly stated, the multi-year, multi-category approach suggests significant potential contract opportunities across architectural and engineering service domains. No incumbent vendors are mentioned in the documentation, and the RFQ appears to be establishing a new pool of qualified service providers. The procurement is specifically targeted at firms operating in Cook County, Illinois, with a competitive, qualification-based selection methodology that prioritizes technical expertise and organizational capability over direct cost considerations.
