Responding teams must provide comprehensive services across all required disciplines, including architectural design, landscape and irrigation design, security electronics engineering, structural engineering, mechanical and plumbing engineering, electrical engineering, fire alarm design, fire protection systems engineering, civil engineering, cost estimating, and waterproofing. Deliverables include project management and coordination, conceptual studies, 50% preliminary design, 95% and 100% final design documents, specifications, stamped and sealed construction documents, cost estimates, facility assessments, bidding phase support, and design services during construction, with all CAD files compliant with the County's standards using Autodesk applications and specifications prepared using SpecLink Cloud. Consultants must demonstrate independent contractor status, child support compliance, Iran Contracting Act certification, and possess a SAM.gov Unique Entity ID. Questions must be submitted by April 9, 2026 at 5:00 p.m., with Statements of Qualifications due electronically via OpenGov Procurement by April 22, 2026 at 2:00 p.m.; the contract term is three years from the effective date with no renewal options specified.
The procurement does not identify specific set-asides for disadvantaged enterprises, though respondents must comply with Section 3 of the Housing and Urban Development Act of 1968 for HUD-assisted projects, requiring that 25 percent of total labor hours be performed by Section 3 workers and 5 percent by Targeted Section 3 workers, with monthly reporting requirements and compliance documentation mandatory. Consultants must comply with extensive federal and state requirements including prevailing wage provisions, nondiscrimination statutes, Title VI assurances, Byrd Anti-Lobbying Amendment certification, debarment and suspension requirements, and cost principles under federal regulations; professional liability insurance of $2 million per claim is required along with general liability of $2 million per occurrence. No incumbent vendors or current contractors are identified in the solicitation documents. Individual on-call agreements are anticipated to range from approximately $2 million to $4 million each, with the County reserving the right to adjust agreement values based on future needs assessment and Board approval; compensation is structured on a time and expenses basis at hourly rates for labor plus reimbursable direct costs, with potential federal funding sources including the Sacramento Housing and Redevelopment Agency, American Rescue Plan Act of 2021, and Federal Highway Administration, varying by individual project.
