About this opportunity

The Town of Huntersville, located in Mecklenburg County, North Carolina, is seeking a Construction Engineering and Inspection (CEI) firm to provide construction materials testing (CMT) and special inspection (SI) services for the North Mecklenburg Park Greenway Project. The project involves constructing a 0.86-mile greenway with asphalt and concrete trail segments, two pedestrian boardwalks supported on timber piles, a retaining wall, and various amenities including a shade structure pavilion, fitness stations, and arbor swings. The selected firm will be responsible for providing engineering technicians and inspectors to perform testing and special inspections under the supervision of a project manager and professional engineer. Evaluation criteria will prioritize firm experience (40%), staff experience (35%), and staff availability (25%), with North Carolina firms receiving priority consideration. The Request for Qualifications (RFQ) submissions are due by March 21, 2025, at 12:00 noon, with contractor selection notification expected by March 28, 2025. The anticipated construction duration is 300 consecutive calendar days from the Notice to Proceed.

The procurement requires comprehensive insurance coverage, including workers' compensation, commercial general liability ($1M per occurrence/$2M aggregate), automobile liability ($1M), professional liability ($2M), pollution liability ($1M), and umbrella coverage ($1M). Submission requirements are strict, with proposals limited to 15 pages and following specific formatting guidelines. The contract will be executed after Town Board approval, with the selected firm required to submit pricing based on unit rates for specific services and additional services billed at hourly rates. No specific set-aside designations for disadvantaged enterprises are mentioned in the documentation. The project does not indicate any existing infrastructure requirements or integration needs. While a specific award value is not explicitly stated, the comprehensive nature of the testing and inspection services, combined with the 300-day project duration, suggests a significant professional services contract for the selected CEI firm.
