About this opportunity
Texas Southern University is requesting qualifications for real estate broker services under RFQ 717-26-757, with qualifications due July 16, 2026.
The scope encompasses property acquisition, disposition, and related real estate transaction support. Qualification criteria and evaluation standards for assessing broker experience, capacity, and qualifications to manage real estate transactions on behalf of TSU will be used to select qualified firms.
TSU's standard terms apply: bids must remain valid for 90 days from opening, be submitted with unit pricing on the designated form to TSU's Purchasing Office by the deadline, and cannot be altered or withdrawn after opening without written approval based on acceptable reasons. TSU reserves the right to award based on low line-item bids, low total of line items, or any combination serving its best interest, and may extend any resulting contract up to three months at its sole discretion.
Bidders must certify compliance with Texas purchasing laws and regulations, antitrust law, non-delinquent tax status, terrorist financing compliance per Executive Order 13224, federal and state employment laws including E-Verify participation, non-engagement in prohibited lobbying, absence of employment of former TSU executive heads within four years of separation, environmental protection standards, drug-free workplace requirements, and technology accessibility standards. Payment terms require two copies of itemized invoices referencing the TSU purchase order number, with payment within 30 days from receipt of goods or services and an uncontested invoice. TSU retains unilateral contract amendment authority, audit access by the state auditor, ownership of all work products created under the contract, and sovereignty immunity protections. Failure to comply with specifications or material terms may result in TSU sourcing elsewhere and charging all increased costs to the bidder.
