Contractors must demonstrate expertise in design and implementation across multiple infrastructure domains. The RFQ evaluation will assess past performance and experience (25 points), key personnel qualifications (25 points), project management plans (25 points), and overall capacity (25 points), with a minimum score of 85 points required for award. Key dates include a project information meeting on July 16, 2025, at 11:00 AM, questions due by July 23, 2025, at 2:00 PM, and Statement of Qualifications submissions due August 11, 2025, at 2:00 PM.
This procurement is exclusively reserved for certified small business enterprises (SBEs) through the DC Department of Small and Local Business Development. The resulting contract will be a Basic Ordering Agreement with a one-year base term and four one-year option periods, establishing an indefinite delivery/indefinite quantity contract with a minimum annual order value of $50 and a maximum aggregate value of $20 million per contractor per year. Contractors must maintain SBE certification and will compete for individual task orders through subsequent Request for Task Order Proposals. The procurement includes significant emphasis on small and disadvantaged business participation, with up to 12 additional preference points available for certified business enterprise status. Pricing will be determined on a project-specific basis, and contractors will be required to comply with various District regulations including living wage requirements, equal employment opportunity standards, and campaign finance reform provisions. The contract aims to support infrastructure improvements across District-owned properties with a focus on supporting local small businesses.
