About this opportunity
The City of Lexington, North Carolina is soliciting Statements of Qualifications from design-build teams for progressive design-build services on the NC I-85 Center Pump Station and Sewer Extension, with a mandatory Pre-Submittal Meeting on November 19, 2026 at 11:00 a.m. Statements of Qualifications are due December 7, 2026 at 3:00 p.m.
The selected team provides integrated design, permitting, preconstruction, procurement, construction, startup, commissioning, and closeout under a single design-build relationship, with the City authorizing each phase. Work includes a new submersible sewer pump station with backup power generation, approximately 6,400 linear feet of 8-inch gravity sewer including an aerial crossing, approximately 7,210 linear feet of 6-inch force main, jack-and-bore work, erosion and sedimentation control, grading and restoration, utility coordination, roadway and right-of-way work, testing, and startup. The project is located in the NC I-85 Center / Seven Oaks Drive area near Lexington and Linwood, Davidson County, North Carolina.
Existing assets include approximately 5,667 linear feet of 8-inch gravity sewer and a 264-gallon-per-minute duplex pump station with alarms, telemetry, and permanent standby power, all operating under NCDEQ Sewer Extension Permit WQ0047265. The design-builder must reconcile the permit, drawings, specifications, survey, geotechnical information, prior procurement documents, and field conditions, then determine whether the final design requires permit modifications or additional authorizations. The design-builder prepares and coordinates all permit applications, subject to City review and execution of owner or permittee certifications where required.
The project is funded by a $1.97 million North Carolina Division of Water Infrastructure State Reserve Grant under S.L. 2023-134 (DWI Project No. SRP-W-134-0294). The design-builder must preserve funding eligibility and comply with all applicable DWI requirements, conditions, procurement documentation, reimbursement requirements, regulatory approvals, and closeout requirements. The City encourages participation from all businesses, including Disadvantaged Business Enterprises, minority-owned businesses, and women-owned businesses.
Written questions are due November 24, 2026 at 5:00 p.m., with responses and any addenda posted by December 2, 2026 at 5:00 p.m. Pre-Submittal Meeting attendees gather at City Centre Council Chamber, 200 North State Street, Lexington, NC 27292. Submissions go through digital upload. The RFQ does not commit the City to award a contract, and the City reserves the right to reject any or all responses.
