About this opportunity
The City of Cedartown, Georgia is requesting qualifications from Energy Services Companies (ESCOs) approved by the National Association of Energy Services Companies (NAESCO) to develop and implement a comprehensive city-wide energy management program for all City-owned and/or managed facilities, with proposals due August 31, 2026 at 2:00 p.m.
NAESCO approval is a mandatory eligibility requirement. The scope encompasses an investment-grade energy audit and turn-key energy services across all City facilities pursuant to O.C.G.A. 50-37-1 et seq. The selected ESCO will serve as prime contractor and sole point of contact, assuming total responsibility for project execution and compliance with all applicable codes and laws. The City intends to negotiate and execute a professional development agreement with the selected firm and may enter into a guaranteed energy savings performance contract as defined under O.C.G.A. 50-37-2(5), though this is not obligatory based on the RFQ alone.
The selected ESCO must provide a written energy savings guarantee stated in units of energy to be saved. Annual cost savings beyond the guaranteed minimum are retained by the City. Any operations and maintenance cost savings must be rigorously reviewed, thoroughly documented, and approved by the City. The ESCO is responsible for procurement and maintenance of commercial general liability and workers compensation insurance as required by state law, payment of all required permits and taxes, and compliance with federal, state, and local laws regarding project financing.
No specific contract value, contract term length, or funding source is detailed. Site visits will not occur until after ESCO selection, though proposers may request facility information via email. Respondents must submit an original and two copies of their proposal to Edward Guzman, City Manager, at 201 East Ave, Cedartown, GA 30125, or via email at eguzman@cedartowngeorgia.gov, or by phone at 770-748-3220. All submission costs are borne by the submitting company. The City reserves the right to reject any or all submissions and waive informalities or minor irregularities.
