About this opportunity
Greenwood County, South Carolina issued a Request for Qualifications (RFQ) on October 15, 2025, seeking Construction Manager at Risk (CMAR) services for the Buzzard's Roost Emergency Spillway Remediation Project. The primary objective is to replace the existing fuse plug structure at the Buzzard's Roost Hydroelectric facility, a Federal Energy Regulatory Commission (FERC)-regulated project located at 35797 SC 34, Chappells, SC in Newberry County. The proposed design encompasses an earthen embankment, concrete spillway, and armored channel, requiring the selected CMAR to provide both pre-construction services (design input, cost estimating, scheduling, and value engineering) and construction management services. Qualified firms must demonstrate extensive experience with hydroelectric facilities, heavy civil projects, and geotechnical work, with particular preference for those possessing prior FERC project experience and Construction Manager at Risk or alternative delivery method experience. The evaluation criteria are weighted as follows: Experience/Technical Approach (35 points), Experience with FERC Projects (19 points), References (10 points), and Pre-Construction Experience (36 points). Qualifications submissions are limited to fifteen pages and must include completed Bid Holding and Authorization Forms, firm experience documentation, three references, and current certificates of insurance. The deadline for question submissions was October 29, 2025, at 5:00 pm, and qualifications submissions are due November 6, 2025, at 2:30 pm, with the successful contractor required to commence work within fourteen days of notice to proceed.
Greenwood County reserves the right to select multiple firms for further evaluation, including interviews and proposal preparation, and has not identified any specific set-aside designations or restrictions limiting the types of organizations eligible to respond. All proposers must possess a valid South Carolina contractor's license and comply with drug-free workplace requirements. Required insurance coverage includes workers' compensation at statutory limits, comprehensive general liability of $1,000,000 per person and per accident, fleet liability of $1,000,000, and fire, windstorm, and vandalism coverage, with Greenwood County named as an additional insured. The contract will be executed on county standard forms and is subject to funding availability and appropriation by the Greenwood County Council. Qualifications must remain firm for a minimum of ninety days, and the RFQ does not specify a contract value or funding source. Greenwood County reserves the right to reject any or all submissions, negotiate with all qualified firms, or cancel the solicitation if deemed in the county's best interest.
