About this opportunity
New Samaritan Development Corporation (NSDC) has issued a Request for Qualifications (RFQ) seeking architectural and engineering services for affordable housing projects in Connecticut, with a primary focus on rehabilitating a former 180-bed nursing home property located at 55 Kondracki Lane in Wallingford. The RFQ solicits qualified and experienced firms to provide comprehensive architectural and related professional services over a three-year period, covering both specific projects and as-needed services. Key deliverables include developing architectural plans and engineering specifications for the rehabilitation of the nursing home, which will be converted into affordable housing. Interested firms must demonstrate expertise in affordable housing design, adaptive reuse of existing structures, and compliance with low-income housing development standards. The solicitation includes a mandatory site walk-through scheduled for March 14, 2024, at 9 AM, with a vendor Q&A period running from March 7 to March 19, 2024. Responses to the RFQ are due by March 25, 2024, at 2:00 PM EDT, and firms will be evaluated based on their qualifications, experience in similar projects, and ability to meet the complex rehabilitation requirements.
The RFQ does not specify any specific set-aside requirements or restrictions on the types of organizations that can respond, indicating the solicitation is open to a wide range of architectural and engineering firms. The project will be funded through multiple sources, including low-income housing tax credits (LIHTC), tax-exempt bonds issued by the Connecticut Housing Finance Agency (CHFA), and subordinated soft funding from the State of Connecticut Department of Housing (DOH). While no specific award value or budget range is explicitly stated in the documentation, the project involves the rehabilitation of a 180-bed nursing home built in 1984, suggesting a potentially significant scope of work. The contract terms specify Free On Board Destination delivery and allow for vendor-specified payment terms. The procurement is being managed by Elderly Housing Management Inc., with Kelly McDermott serving as the primary contact, and the contract is structured to potentially include additional affordable housing projects over the three-year period on an as-needed basis.
