About this file
This is a Request for Qualifications (RFQ) issued by Elderly Housing Management Inc. on behalf of New Samaritan Development Corporation (NSDC) in Connecticut, seeking architectural and engineering services for affordable housing projects. The RFQ solicits qualified firms to provide comprehensive professional services over a three-year period, with a primary focus on rehabilitating a former 180-bed nursing home property located at 55 Kondracki Lane in Wallingford, CT. The solicitation was released on March 7, 2024, with responses due by March 25, 2024, at 2:00 PM EDT, and includes a mandatory site walk-through scheduled for March 14, 2024, at 9 AM. The vendor Q&A period runs from March 7 to March 19, 2024, and the RFQ is open to all vendors without specific restrictions.
The project will be funded through multiple sources, including low-income housing tax credits (LIHTC), tax-exempt bonds from the Connecticut Housing Finance Agency (CHFA), and subordinated soft funding from the State of Connecticut Department of Housing (DOH). The delivery terms are specified as Free On Board Destination, with payment terms to be vendor-specified. While no specific award value or budget range is explicitly stated, the rehabilitation of a 180-bed nursing home suggests a potentially significant scope of work. The contract is structured to potentially include additional affordable housing projects over the three-year period on an as-needed basis, with the primary goal of converting the existing nursing home property into affordable housing units.
