About this opportunity

The City of Ripon, Wisconsin, is seeking qualified contractors to provide shared-ride taxi services through a Request for Proposals (RFP) issued on August 4, 2021, with proposals due by 4:00 PM on October 1, 2021. The procurement is for a door-to-door, demand-responsive, advanced reservation taxi service available to the general public, operating seven days a week with service hours ranging from 7:00 AM to 7:00 PM on weekdays and extended hours until 2:30 AM on Friday and Saturday. The service must accommodate disabled individuals, with contractors responsible for passenger assistance, vehicle operation, dispatching, telephone communications, maintenance, and record keeping. Minimum qualifications require offerors to possess a fleet of at least four vehicles (model year 2010 or newer) capable of carrying three passengers, maintain an automated centralized dispatch system, demonstrate three years of ground transportation experience, and have database software for tracking ridership and revenue. The contract evaluation will be based on technical factors (70 points) covering professional competence, capacity, and experience, with pricing comprising the remaining 30 points, for a total possible score of 100 points. The initial contract period is 24 months (January 1, 2022 through December 31, 2023) with three optional one-year renewal periods, covering the City of Ripon and extending one mile beyond municipal boundaries.

The contract is subsidized with $210,383.00 in federal Section 5311 funds and state transit operating funds, with the municipality potentially leasing three vans, one accessible vehicle, four mobile radios, and a base station to the contractor for $1 per vehicle annually. While specific set-aside designations are not explicitly detailed, the bidders list form suggests compliance with Disadvantaged Business Enterprise (DBE) requirements under 49 Code of Federal Regulations Part 26.11, which mandates tracking participation of DBE and non-DBE firms. Contractors must maintain vehicle liability insurance with a minimum of $1,000,000 per occurrence and comply with federal drug and alcohol testing requirements. The hourly service rate will be fixed for the first two contract years, with an estimated 368 weekly scheduled vehicle/driver hours, and subsequent years subject to Consumer Price Index (CPI-U) adjustments. Collected revenues from passenger fares and package delivery services must be credited to the municipality on each invoice, providing transparency in financial operations.
