All footage and data generated constitute work made for hire and remain the property of the City; vendors are prohibited from selling, transferring, or sharing images or data without express written consent.

Proposers must have a minimum of five continuous years of experience with the proposed technologies and provide at least three verifiable government or municipal references from the past five years. Professional liability insurance of not less than $1 million per occurrence is required. Technical proposals are limited to 75 single-sided pages. Questions are due by 5:00 p.m. EST on August 20, 2026. Proposal effectiveness extends 180 calendar days after submission unless a contract executes sooner.
