About this opportunity
The Texas Department of Banking, Department of Savings and Mortgage Lending, and Office of Consumer Credit Commissioner (the Agencies) is soliciting proposals under RFP 451-27-038 from commercial real estate brokerage firms to sell the Agencies' property at 2601 North Lamar Boulevard in Austin, Texas. Proposals are due November 19, 2026 at 3:00 p.m. Central Time, with estimated award on December 1, 2026.
The 36,499-square-foot, three-story building sits on 2.15 acres with 102 parking spaces. The selected broker must list the property, respond to offers, negotiate terms including potential sale-leaseback arrangements, coordinate transaction documents, and provide other related real estate services as requested. The lead broker must be a licensed Texas real estate broker with a minimum of ten years of experience in site identification, selection, and acquisition-related commercial brokerage transactional services. Respondents must provide two years of financial statements, professional liability insurance with minimum limits of $500,000 per claim and $1,000,000 annual aggregate, and workers' compensation insurance at statutory limits. The RFP includes extensive certifications covering conflicts of interest, debarment, antitrust compliance, and federal and state regulatory matters. No subcontracting is anticipated, so no Veteran Heroes United in Business subcontracting plan is required.
Compensation comes solely from commissions calculated as a percentage of the gross sales price upon successful completion of a sale. Respondents propose the commission percentage, which must represent total contractor compensation, including any buyer's broker split. The initial term is one year from the date of last signature, with the Agencies reserving the right to renew for up to three additional one-year terms at modified rates, extending the potential contract through October 31, 2029. Payment follows Texas Government Code Chapter 2251, subject to availability of state funds approved by the Finance Commission, and all taxes are the Contractor's responsibility.
The Agencies will score proposals on demonstrated experience and competence (50 points), references and past performance indicators (25 points), and fairness and reasonableness of proposed fees (25 points).
