About this opportunity

Ozaukee County Transit Services is seeking proposals to operate a shared-ride taxicab service throughout Ozaukee County for a five-year period beginning January 1, 2018. The procurement involves door-to-door, demand-responsive transportation services primarily serving elderly and disabled populations, with scheduled operations from 5:00 AM to 10:00 PM Monday through Friday, 8:30 AM to 10:00 PM on Saturday, and 8:00 AM to 6:00 PM on Sunday. The county will provide 26 vehicles (3 minivans, 6 sedans, and 17 accessible vehicles), mobile radios, and a base station, leasing these to the contractor for $1 per vehicle annually. Proposals were due by 1:00 PM on October 19, 2017, with a notice to proceed anticipated for November 17, 2017. Evaluation criteria will weight professional competence (20 points), capacity (25 points), experience (25 points), and price (30 points). Offerors must have three years of ground transportation services experience, ability to manage a similar fleet, and capability to operate an automated dispatch system at the county's Port Washington office.

The contract is funded through federal and state transit operating funds, requiring strict compliance with federal regulations including drug and alcohol testing, civil rights requirements, and Americans with Disabilities Act provisions. No specific disadvantaged business enterprise (DBE) utilization is currently mandated, though compliance with DBE regulations is required. The county will provide office space, internet access, and a VOIP phone system at no cost, with the contractor responsible for office furniture and equipment. The compensation structure involves a firm-fixed hourly service rate, with the contractor required to track and credit all passenger fare and package delivery revenues back to the county. The estimated annual billed service hours are approximately 59,500, with 2017 ridership projected at 118,000 riders. The contractor must use the county's RouteMatch dispatching software, though prior experience is not mandatory if the contractor demonstrates ability to learn. The contract includes an initial 24-month period with three potential one-year renewal options, and the county reserves the right to reject any or all proposals.
