About this file

This is an addendum to a Request for Proposals issued by Ozaukee County Transit Services in Wisconsin for the operation of shared-ride taxicab services throughout the county. The RFP solicits proposals for a five-year contract period commencing January 1, 2018, with proposals due by 1:00 PM on October 19, 2017. The county will provide county-owned vehicles, radio equipment, software, and tablets to the contractor at no charge for leasing. The county is responsible for vehicle maintenance, radio equipment maintenance, and RouteMatch software annual maintenance fees, while the contractor is responsible for tablet hardware repairs and software technical support coordination. Office space is provided at no cost, furnished with free internet access, a VOIP phone system with five lines, and a fax line; however, the contractor must provide all office furniture and equipment. The county replaces 4-7 vehicles annually with a historical budget allocation of up to $275,000. Service is required on all days except New Year's Day, Memorial Day, July 4th, Labor Day, Thanksgiving, and Christmas Day, with service provided on New Year's Eve from 9:00 PM to 4:00 AM.

Historical pricing for shared-ride services was $23.51 in 2015, declining to $22.25 in both 2016 and 2017. The contract is contingent upon financial assistance from the U.S. Department of Transportation Federal Transit Administration and the Wisconsin Department of Transportation. The successful contractor must comply with all applicable federal and state regulations, including equal opportunity and disadvantaged business enterprise (DBE) requirements; currently, no DBE firm is being utilized to satisfy DOT requirements. The contractor must use the county's RouteMatch dispatching software; however, prior experience with RouteMatch is not required if the contractor demonstrates the ability and commitment to acquire the necessary experience. Vehicles are titled to the county, and the contractor is not required to hold taxicab licenses as these are public transportation vehicles, not municipally licensed taxicabs. Late proposals will not be accepted.
