About this opportunity

Summit County Public Art Advisory Board (SCPAAB) is seeking proposals for the design and fabrication of seven artistic benches for the exterior of the Silver Summit Services Building in Park City, Utah through this Request for Proposals (RFP). The procurement requires artists or artist teams to create functional, durable benches consisting of two 8-foot benches (not exceeding 96" long x 18" seat height x 26" seat depth) and five 5-foot benches (not exceeding 60" long x 17" seat height x 20" seat depth). The artwork must reflect project themes of unity, community, justice, service, law and order while engaging viewers, be fabricated from durable, permanent outdoor materials suitable for all ages and diverse public audiences, and be capable of withstanding deep snowfall, high winds, and variable temperatures. Artists may submit proposals for individual benches or all seven benches, with submissions limited to a single PDF document not exceeding 10 pages. Proposals must be submitted by May 22, 2026, at 5:00 p.m. Mountain Time via email to Jenny Diersen, Public Art Coordinator, or through Utah State's Procurement Website (UP3 Bonfire). A non-mandatory pre-proposal meeting is scheduled for May 15, 2026, from 9:00 to 10:00 a.m. via Zoom, with questions due by May 18, 2026, at 5:00 p.m. Mountain Time. Selection criteria include the artist's ability to achieve stated project goals, demonstrated capability with relevant past work examples and professional references, ability to meet project schedules, adherence to maximum per-bench budgets, functionality and durability for permanent outdoor installations, and provision of at least three professional references. Artist selection is anticipated for June 2, 2026, with project completion targeted for November 13, 2026. Artwork must be free of profanity, nudity, political messaging, divisive imagery, or otherwise inappropriate content.

The RFP does not establish specific set-aside designations or restrictions limiting response to particular organizational types or disadvantaged enterprises, allowing any qualified artist or artist team to submit proposals. However, preference may be given to artists with stated relevance and ties to Summit County, Utah, and those demonstrating sustainable practices. No incumbent vendors or current contractors are identified in the procurement documents. The total project budget is up to $52,000, with individual bench costs of $10,146.35 for 8-foot benches and $6,341.46 for 5-foot benches, with budgets inclusive of artist fees, usage fees, insurance, labor, equipment, permits, installation, and travel costs. The Standard Terms and Conditions for Goods applies to this procurement, requiring contractors to maintain workers' compensation insurance with minimum $500,000 coverage per accident, commercial general liability insurance of $1,000,000 per person/$3,000,000 aggregate, and commercial auto liability of $2,000,000 combined single limit.
