About this opportunity

The City of Zebulon, Georgia is requesting proposals for procurement and installation of approximately 841 water meters (ranging from 5/8" to 6") and an advanced metering infrastructure system to manage real-time metering data, with proposals due October 23, 2026 at 10:00 a.m. at City Hall.

Eligibility carries a significant structural constraint: the eligible prime contractor must be the actual meter manufacturer or the manufacturer's designated supplier/vendor for the territory. Installation may be performed by the manufacturer, its supplier, or an approved installation subcontractor. The successful contractor must hold a current Georgia utility contractor license; license numbers are required in proposal submission.

The scope encompasses furnishing and installing all 841 meters with full installation labor and materials, plus AMI system deployment including installation labor, materials, training, billing software integration, and all related appurtenances. The work will be awarded under a single contract with an expected performance period of 180 consecutive calendar days.

Bid security of 5% of the proposed contract amount must accompany all proposals, in the form of a bid bond or certified cashier's check from a surety company holding an "A" minimum rating with financial strength at least five times the contract price. Upon award, the contractor must provide Performance and Payment Bonds each equal to 100% of the contract price. No proposal may be withdrawn for 90 days following the closing time except as provided by State law.

The project is funded in whole or in part by the Georgia Environmental Finance Authority Drinking Water State Revolving Loan Fund; all proponents must comply with affirmative action requirements under 41 CFR 60-4.

RFP packages are available only from Carter & Sloope, Inc., 6310 Peake Road, Macon, Georgia 31210, phone 478-477-3923, macon_admin@cartersloope.com. Only proponents who formally request the RFP package are eligible to submit. The City reserves the right to reject any or all proposals and any proponent deemed unqualified or not in the best interest of the project.
