About this opportunity
The State of Alaska, Department of Public Safety, is requesting proposals for a five-year lease of approximately 10,000 square feet of HVAC-controlled warehouse space in Anchorage under RFP 27DAS1012A, with proposals due November 2, 2026 at 4:30 p.m. Alaska Time. Alaska Bidder Preference of 5% and Alaska Veteran Preference of 5% (not to exceed $5,000) are available to qualifying offerors.
The facility must include approximately 1,000 square feet of additionally-secured storage for firearms and ammunition, a minimum of four exterior vehicle parking spaces, one bathroom, an oversized garage door for receiving freight, and space for two workstations plus mail and copier equipment with internet connectivity. The warehouse must be located within a 7-mile radius of DPS Headquarters at 5700 E Tudor Road, Anchorage, though a 5-mile radius is preferred. The lessor bears all responsibility for moving costs, maintenance, repairs, utilities (heating fuel, electricity, water, sewage, garbage service), year-round road maintenance, and renovation every five years.
The lease term begins January 1, 2027, with an initial five-year term followed by five one-year renewal options exercisable at the State's sole discretion. Contract pricing remains firm through December 31, 2027; thereafter, annual adjustments apply to the operational costs component (35% of the Base Monthly Lease Rate) based on changes in the Consumer Price Index (CPI-U) for Anchorage.
The State evaluates proposals on a 100-point scale: Ownership and Lease Space Information (6 points), Facility Condition (10 points), Environment, Access, and Provisions (17 points), Walkthrough (17 points), Contract Cost (40 points), and Alaska Offeror Preference (10 points if applicable). Walkthroughs are scheduled for the week of November 9, 2026. The lessor must comply with all federal, state, and local codes, maintain comprehensive insurance, and provide proof of contractor licensing and bonding under Alaska Statute 08.18. The lease is contingent upon legislative appropriation of funds. Contact Kelly Pahlau, Procurement Officer, at (907) 269-8493 or kelly.pahlau@alaska.gov; vendors must register to receive notification of amendments.
