About this opportunity
The City of Chandler, Arizona, located in Pinal County, is soliciting Statements of Qualifications (SOQs) for Construction Management Services for the Lindsay Road Improvements project, a federally funded infrastructure enhancement initiative. The project encompasses improving Lindsay Road from Ocotillo Road to Hunt Highway, involving comprehensive road widening to four traffic lanes, ADA upgrades, bike lanes, sidewalk construction, curb and gutter installation, street lighting, traffic signal improvements, storm drainage systems, raised landscape medians, and utility infrastructure modifications. Consultants must submit their SOQs by September 25, 2025, at 3:00 p.m. Arizona time, with all solicitation questions due by September 10, 2025. The evaluation will be qualifications-based, with a 100-point scoring system covering general information, team experience, key personnel qualifications, project understanding, and references. Required qualifications include being registered on the Arizona Procurement Portal and possessing proper Arizona licensing. The Construction Manager will be responsible for preconstruction assistance, weekly construction meetings, schedule evaluation, document reviews, inspections, utility coordination, permitting, material testing, stakeholder coordination, and ensuring compliance with Federal Highway Administration (FHWA) funding requirements.
There are no specific set-aside designations or enterprise restrictions mentioned in the procurement documents. The project is open to qualified consulting firms with demonstrated experience in construction management for complex infrastructure projects. The estimated construction cost ranges from $30 to $32 million, with an anticipated project duration of approximately 790 days and construction expected to begin in early 2026. The City will select a consultant through a competitive qualifications-based process, with no pre-submittal conference or interviews planned. A sample Professional Services Agreement template is provided, which includes comprehensive insurance requirements covering professional liability, commercial general liability, automobile liability, workers' compensation, and cyber technology errors and omissions insurance. The agreement will be customized for the selected consultant and includes provisions for monthly invoicing, detailed service descriptions, and compliance with local and federal regulations. Consultants are strictly prohibited from directly contacting selection committee members or city employees other than the designated Contract Services Representative.
