Consultants must demonstrate a minimum of five years of continuous experience providing architectural or engineering services to public agencies or comparable clients and must be registered with the California Secretary of State. Proposals must include detailed hourly rate and overhead-multiplier fee schedules, anticipated hours for all proposed staff, financial statements for the last two fiscal years, and references from at least three clients within the last five years. On-site staff must pass background checks and obtain airport access badges for secured areas. Potential work includes feasibility studies, facility assessments, programming, tenant improvements, paving, renovations, new construction, deferred maintenance, infrastructure upgrades, code compliance improvements, and emergency response.
The anticipated initial contract term is three years with two optional one-year extensions, for a total potential period of five years. The Department anticipates awarding agreements beginning in November 2026 and may conduct interviews in August 2026. An optional virtual pre-proposal conference is scheduled for June 3, 2026 at 9:00 A.M. Pacific Time. Questions are due June 9, 2026 at 12:00 P.M. Pacific Time.
