About this file
This is a solicitation provisions document issued by the Federal Aviation Administration (FAA) for the County of Sacramento Department of Airports regarding on-call architectural and engineering services. The document outlines mandatory compliance requirements and certifications that bidders and consultants must meet when responding to the Request for Proposals. While the RFP itself seeks to establish multiple on-call master agreements with selected consultants for architectural, engineering, and cost estimating services to support Sacramento County's four airports, specific project scopes, deliverables, schedules, and compensation amounts will be defined through individual task orders issued by the Department on an as-needed basis following contract execution.
The solicitation provisions impose numerous federal compliance obligations on all bidders and contractors, including adherence to Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act of 1990, Section 504 of the Rehabilitation Act of 1973, and the Age Discrimination Act of 1975. Consultants must comply with Disadvantaged Business Enterprise requirements under 49 CFR Part 26, Federal Fair Labor Standards Act provisions including minimum wage and overtime standards, and regulations prohibiting the use of covered unmanned aircraft systems (UAS) with AIP grant funds. Additionally, bidders must certify they are not debarred or suspended from federal participation, disclose any lobbying activities in accordance with 31 U.S.C. § 1352, and comply with Section 6002 of the Solid Waste Disposal Act regarding procurement of recovered materials when acquiring designated EPA items valued at $10,000 or more. The FAA may require submission of a Title VI Program Plan and completed Pre-Grant Award Checklist, with failure to comply with civil rights requirements constituting grounds for contract enforcement action.
