About this opportunity

The City of Madison, Georgia is soliciting lump-sum proposals under RFP 2027-3500-01 from general contracting firms for construction management and general contracting services on New Fire Station #22, with questions due October 29, 2026 and proposals due November 13, 2026 at 5:00 p.m. Attendance at the mandatory pre-bid meeting, held October 22, 2026 at 1:00 p.m., was required for proposal eligibility, so that filter has already closed.

The scope covers all construction methods, job-site safety, CPM scheduling, quality control, subcontractor prequalification, cost accounting, permitting coordination, as-built documentation, and full closeout and commissioning. The facility is a pre-engineered metal building of approximately 11,000 square feet with four drive-through apparatus bays, administrative offices, and firefighter dorm rooms, with full fire sprinkler coverage, commercial hood fire suppression, and dedicated conduit for dispatch, security, and fiber. Proposers must demonstrate five years of experience on similar-sized projects and submit three references. All subcontractors must be identified in the proposal and approved by the City. The contractor must comply with Georgia's E-Verify requirements and ADA standards. Owner-supplied items include security systems, gear drier and compressed air systems, and wall-mounted televisions, and the contractor installs designated items. The site-work package includes landscape, grading, drainage, and utility coordination through Georgia 811, with the contractor responsible for utility damage.

The project is funded by SPLOST proceeds. No contract value is stated. Required bonds are a Performance Bond and Payment Bond each at 100% of the contract price and a Proposal Bond at 5% of the proposal price. Insurance minimums are $1 million each for commercial general liability, workers' compensation, and commercial automobile liability, plus builder's risk at 100% of the maximum contract price. Substantial completion is due within 14 months of Notice to Proceed, with liquidated damages of $300 per calendar day for late substantial completion and $150 per calendar day for punch-list completion beyond 30 days. A 10% retainage applies under Georgia law, and a one-year warranty with a year-end inspection follows completion. Place of performance is 1100 Mary Magnan Boulevard, Madison, Georgia 30650.

Evaluation proceeds in two phases: written proposal scoring, then interviews of up to five highest-ranked proposers. Evaluations are scheduled for November 16, 2026, and interviews for November 20, 2026. Answers to questions will be posted as addenda by November 6, 2026. The City reserves the right to consider proposals offering enhanced value, constructability, or lifecycle benefits.
