About this file

This document is a Request for Proposals (RFP) package prepared by 2WR of Georgia for the City of Madison, Georgia, detailing the construction of a new Fire Station #22 located at 1100 Mary Magnan Boulevard. The project is identified as RFP 2027-3500-01 with project number 25-02527. The scope of work encompasses complete construction management and general contracting services, including all construction methods, job-site safety programs, Critical Path Method (CPM) scheduling, quality control, subcontractor prequalification, cost accounting, permitting coordination, as-built documentation, and full closeout and commissioning. The contract type is a single prime contract based on a stipulated price. The RFP includes multiple specification divisions covering concrete, masonry, metals, wood, thermal and moisture protection, openings, finishes, equipment, fire suppression, plumbing, HVAC, electrical, communications, electronic safety and security, and earthwork. The document establishes cash allowances, unit prices for structural fill and soil removal, and four deductive alternates allowing the Owner to adjust the contract sum. The project intends Owner occupancy upon Substantial Completion, with the contractor required to coordinate and minimize disruptions to site operations.

The RFP establishes comprehensive administrative and procedural requirements for contract execution, including detailed submittal schedules allowing 15 days for initial review and 15 days for resubmittals of all action and informational submittals. A preconstruction conference must be held no later than 15 days after agreement execution, with subsequent monthly progress meetings required. The contractor must prepare and maintain a construction schedule using Critical Path Method, with activities defined to not exceed 20 days in duration unless specifically authorized. Quality assurance and quality control procedures are mandatory, including contractor-performed and owner-performed testing and inspections, with a qualified testing agency required for specific services. The contractor is responsible for all procurement activities, including long lead-time items exceeding 60-day cycles, and must provide waivers of mechanic's lien with each application for payment. A mandatory one-year warranty period with punch-list administration and year-end warranty inspection is required. The document specifies that the Owner will supply certain items including security systems, stainless steel work tables, gear drier systems, compressed air systems, exercise equipment, refrigerators, hose drier systems, and wall-mounted televisions, while the contractor provides installation labor for designated items.

Provide alternative sketches to Architect indicating proposed resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.

B. Coordination Drawing Organization: Organize coordination drawings as follows:

1. Floor Plans and Reflected Ceiling Plans: Show architectural and structural elements, and mechanical, plumbing, fire-protection, fire-alarm, and electrical Work. Show locations of visible ceiling-mounted devices relative to acoustical ceiling grid. Supplement plan drawings with section drawings where required to adequately represent the Work.

2. Review: Architect will review coordination drawings to confirm that, in general, the Work is being coordinated, but not for the details of the coordination, which are Contractor's responsibility. If Architect determines that coordination drawings are not being prepared in sufficient scope or detail, or are otherwise deficient, Architect will so inform Contractor, who shall make suitable modifications and resubmit.

C. Coordination Digital Data Files: Prepare coordination digital data files according to the following requirements:

1. Contractor's Construction Schedule.

2. Construction schedule updating reports.

3. Daily construction reports.

1.02 DEFINITIONS

A. Activity: A discrete part of a project that can be identified for planning, scheduling, monitoring, and controlling the construction Project. Activities included in a construction schedule consume time and resources.

1. Critical Activity: An activity on the critical path that must start and finish on the planned early start and finish times.

2. Predecessor Activity: An activity that precedes another activity in the network.

3. Successor Activity: An activity that follows another activity in the network.

B. CPM: Critical path method, which is a method of planning and scheduling a construction project where activities are arranged based on activity relationships. Network calculations determine the critical path of Project and when activities can be performed.

C. Critical Path: The longest connected chain of interdependent activities through the network schedule that establishes the minimum overall Project duration and contains no float.

D. Event: The starting or ending point of an activity.

E. Float: The measure of leeway in starting and completing an activity.

1. Float time belongs to Owner.

2. Free float is the amount of time an activity can be delayed without adversely affecting the early start of the successor activity.

3. Total float is the measure of leeway in starting or completing an activity without adversely affecting the planned Project completion date.
