About this opportunity
The Texas Lottery Commission is issuing a Request for Proposals (RFP) to obtain qualified vendors to perform lottery products testing services. The successful proposer will be responsible for conducting tests and evaluations to ensure the security, integrity, and "playability" of Texas Lottery products, which include Scratch Ticket games, Draw Game Paper Stock, and other lottery products. The Texas Lottery anticipates an average of 85 to 95 standard Scratch Ticket games produced annually during the contract term, though not all games may be submitted for testing. The successful proposer will be required to test all Texas Lottery products at the agency's request, using standards developed by the proposer and approved by the Texas Lottery to assess durability, security, and alterability. The successful proposer may also be asked to test other lottery products or conduct miscellaneous testing services for new and emerging products. Proposals are due on March 25, 2024, at 4:00 p.m. Central Time.
The RFP indicates that the Texas Lottery will not relinquish control over lottery operations, and the successful proposer will function under the supervision of the Texas Lottery, with all operations conducted in adherence to applicable statutes and the highest ethical standards. The RFP does not specify any set-aside designations or restrictions on the types of organizations that can respond. It also does not provide information on any listed incumbent vendors or current contractors, or any existing infrastructure or technology that requires integration. The RFP also does not include details on possible award values or budget ranges.
