About this opportunity

Ozaukee County, Wisconsin is issuing a Request for Proposals (RFP) for a comprehensive Housing Needs Assessment, with sealed proposals due at the County Clerk's Office located at 121 W Main Street, Port Washington, Wisconsin by 2:00 P.M. CST on Thursday, May 7, 2026. The county seeks qualified consulting firms to analyze the existing housing stock and market conditions within Ozaukee County, complete an inventory of current housing resources, identify gaps in the local housing market, and assess trends that may influence future housing market development. The primary objective is to develop strategic recommendations that address both current and anticipated housing needs to ensure adequate housing opportunities for households of all types, ages, and income levels. Proposers must prepare submissions using the provided proposal forms and deliver them in sealed envelopes clearly marked "SEALED Proposal - HOUSING STUDY" with no electronic, facsimile, or telecommunication submissions accepted. Complete RFP documents are available at https://www.ozaukeecounty.gov/Bids.aspx or by contacting Jason Wittek, Policy & Budget Analyst, at jwittek@ozaukeecounty.gov. All proposals must remain valid for thirty days following the opening date, and Ozaukee County reserves the right to reject any or all proposals without disclosure of reasoning and to waive any formalities or informalities in the selection process.

No specific set-aside designations, disadvantaged enterprise restrictions, or incumbent vendor information are disclosed in the RFP documentation. The procurement does not reference requirements for integration with existing infrastructure or technology systems. No award value or budget range is specified in the available RFP materials, which suggests that pricing should be included as part of the proposal submission and will likely be evaluated as one component of the overall selection criteria alongside technical qualifications and methodology. Interested consultants should contact the county directly for complete specifications and any additional details regarding evaluation criteria and project budget expectations.
