About this file
This is an Addendum #1 to the Request for Proposals for a Housing Needs Assessment issued by Ozaukee County, Wisconsin, clarifying and modifying terms from the original RFP. The County seeks qualified consulting firms to conduct a comprehensive housing needs assessment analyzing the existing housing stock and market conditions, inventorying current housing resources, identifying gaps in the local housing market, and assessing trends influencing future housing development. The primary deliverable is a strategic recommendations report addressing current and anticipated housing needs for households of all types, ages, and income levels. Sealed proposals are due at the County Clerk's Office, 121 W Main Street, Port Washington, Wisconsin by 2:00 P.M. CST on Thursday, May 7, 2026. The County anticipates a project start date of June-July 2026 with completion targeted by the end of 2026, though no hard deadline is enforced. Interviews with selected proposers will be conducted between May 12-22, 2026, with preference for May 12th or 14th, and can be conducted virtually. The County has received Letters of Support and financial pledges from the majority of county municipalities, including the City of Mequon, City of Port Washington, and multiple villages.
Proposal submissions must include one hard-bound copy and one USB drive with an electronic PDF copy. The preferred proposal narrative is limited to ten pages, excluding cover pages, tables of contents, staff resumes, and three professional references, all of which may be submitted as appendices. Project experience summaries or case studies must be included within the ten-page limit. Proposers should address their work plan, approach, and methodology in response to Section VI (Project/Service Approach) rather than duplicating content in the Qualifications section. The County will provide data access through the Register of Deeds Office and can facilitate remote Steering Committee meetings. The RFP does not require language access support in costs. All proposals must remain valid for thirty days following the opening date, and Ozaukee County reserves the right to reject any or all proposals without disclosure of reasoning. No specific budget range or award value is disclosed in available RFP materials, indicating that pricing should be included as part of the proposal submission.

Request for Proposals for Housing Needs Assessment
Addendum #1 April 24, 2026
Questions:
1. Section XI (Anticipated Project Timeline) of the RFP states that "proposers may suggest an alternative timeline and workflow, although the final product should be completed by January 2026." However, the same section describes a project start date of June–July 2026 and a final report preparation phase of November–December 2026.
Could the County please confirm the intended project completion date? Specifically:
• Is the intended final product completion date January 2027 (approximately seven months after the June–July 2026 project start)?
• Or does the County intend a different completion date that proposers should plan against?
The County is aiming to finish the Housing Needs Assessment by the end of 2026, but there is no hard end date. If this is an unreasonable assumption, please advise in your proposal.
2. Section V (RFP Schedule) of the RFP lists the "Interviews/Follow Up if Required" window as May 8–22, 2026. However, Section XVII(c) (Consultants Interview) states that "Vendor interviews will be May 11-14, 2026 if required. Vendors must be available on one of these dates to interview, if required."
The County and selection committee would prefer to have interviews on May 12th or 14th, per the full availability of our selection committee. These can be virtual. But, if those days are unavailable to the proposer, we have flexibility to have interviews between May 12 - May 22, before a decision is required to make a recommendation to the County Board.
Could the County please confirm the definitive interview window that proposers should hold available? Specifically:
• Are interviews expected to occur only within May 11–14, 2026, with May 8–22 representing a broader follow-up period for non-interview coordination?
• Or is May 8–22, 2026 the full window within which interviews may be scheduled?
• Will all selected proposers be interviewed on the same day, or will the County schedule interviews individually across the confirmed window? TBD
3. Section XV (Qualifications) of the RFP lists, among the required elements of the
"Organizational Profile, Qualifications, & Relevant Experience” response: "A work plan that contains a description of your approach, methodology, public process and strategies to be employed to perform the scope of services, with estimate of staff time required for each task."
The content of this work plan (approach, methodology, public process, strategies, and staff time per task ) appears to substantially overlap with the content requested under Section VI (Project/Service Approach), which asks proposers to "Provide a detailed scope of work including a description of the technical approach to the project, an outline of the sequence of tasks, and major benchmarks."
Would the County prefer that the work plan be:
• Presented within the Project/Service Approach section (Section VI / Scope of Work), where the technical approach, task sequence, and benchmarks are already addressed, with a cross-reference from the Qualifications section; or
• Retained within the Organizational Profile / Qualifications section (Section XV) as a standalone element; or
• Presented in either location at the proposer’s discretion, with no impact on evaluation scoring?
Address your firm’s work plan, approach, methodology in response to Section VI to the County’s proposed Scope of Work, rather than in Section XV. Strike bullet #3 in Section XV, as it is duplicative.
4. Are staff resumes intended to be counted within the ten-page preferred limit, or may they be attached as an appendix excluded from the page count (similar to the Cost Proposal Sheet)?
Staff Resumes can be attached as an appendix.
5. Are the three required references intended to be counted within the ten-page preferred limit, or may they be provided as an appendix or attachment excluded from the page count?
6. Are project experience summaries or case studies demonstrating relevant housing needs assessment work intended to be counted within the ten-page preferred limit, or may they be provided as an appendix?
“Project experience summaries or case studies” are to be provided within 10 page limit.
7. More broadly, would the County consider any supporting documentation beyond the Cost Proposal Sheet as excluded from the ten-page preference, or is the ten-page preference intended to apply to the complete proposal narrative, including all qualifications evidence?
See above.
8. Will any language access support need to be included within the costs?
No.
9. Can Steering Committee meetings be conducted remotely?
Yes, and likely will be.
10. Will the Steering Committee be able to facilitate access to County data, for example, currently permitted developments, that will be needed to complete this assessment?
Yes, the County can provide data through the Register of Deeds Office.
11. Can you please provide the RFP Terms and Conditions document? We cannot find it on the Ozaukee County RFP webpage.
Strike this from the RFP.
12. The RFP states “preferred” proposal is limited to 10 pages. What qualifies in the 10 pages…resumes, firm overview, cover page, etc.? See above
13. Has the county or any individual jurisdictions previously completed a Comprehensive Housing Study? If so, please describe and what year the study was completed.
The County has engaged in Comprehensive Planning, which includes Housing elements, but has not engaged in a targeted housing needs assessment of market study.
14. How is the data and findings to be presented? (i.e. countywide, trade areas, individual cities and townships, etc.?) In same regards, what about recommendations…countywide
vs. countywide + city typologies, vs. individual city?
A mixture of countywide, and targeted municipal recommendations are expected. The County acknowledges, it has a diverse mixture of urban, suburban and rural municipalities, with very limited County impact on zoning and development.
15. Confirming the proposal is to be only one (1) bound hard copy and an electronic PDF copy is not requested?
Yes, one hard bound copy, and please submit one USB drive with an electronic pdf copy.
16. Are all the various jurisdictions across the county onboard with participating in the housing study?
The County has received Letters of Support, and financial pledges for the Housing Needs Assessment from the majority of County municipalities, to include, the City of Mequon, City of Port Washington, Village of Grafton, Village of Saukville, Village of Thiensville, Village of Belgium, and the Village of Fredonia.
17. Would you accept an emailed proposal submission? If a printed proposal is mandatory, how many sets would you like to receive?
Yes, one hard bound copy, and please submit one USB drive with an electronic pdf copy.
18. The bid posting on the Ozaukee County website lists the due date for the proposal as May 4, while the RFP document says May 7. Can you clarify which is correct?
https://www.ozaukeecounty.gov/bids.aspx?bidID=80
Proposals are due by Thursday, May 7th, 2pm CT.
19. Would a cover page and table of contents be acceptable additions to our response and if so, would these count toward the 10 page proposal limit?
Cover page and table of contents are acceptable, and would not count against the 10-page proposal limit.
20. May resumes be included as appendices in the response, and would these count toward our 10 page limit?
