Minimum qualifications include at least 10 years' experience developing and enforcing administrative regulations and coordinating complex regulatory policy across state and federal departments; 5 years' experience with health care interpreters and language access requirements; demonstrated collaboration with advisory committees and stakeholders on public policy changes and state Medicaid programs; and a Bachelor's degree in a related field.

The contract is structured on a fixed labor-hour rate basis with a not-to-exceed budget of $239,730 through June 30, 2029, with an optional renewal period of $150,000 through June 30, 2031. The contractor must obtain Commercial General Liability Insurance ($1,000,000 per occurrence / $2,000,000 annual aggregate) and Workers' Compensation Insurance before execution.

Proposals must include a cover letter, price proposal, Disclosure Exemption Affidavit, Proposer Information and Certification Sheet, COBID Certification/Outreach Plan, and Responsibility Inquiry form.
