About this opportunity

The Long Beach Utilities Department, in partnership with the Long Beach Department of Public Works Environmental Services Bureau, is seeking proposals for a K–6 in-school environmental education program covering water conservation, natural gas safety and efficiency, and waste reduction and recycling in Long Beach and Signal Hill, with proposals due May 18, 2023 at 4:00 p.m. and questions due by May 4, 2023.

The scope includes designing and implementing culturally-responsive curriculum aligned with California educational standards, marketing to all eligible schools, scheduling program delivery, conducting program evaluations with quarterly and annual reporting, and providing both in-person and virtual learning components. All curriculum, assets, and materials developed become the intellectual property of LBUD. Printed materials must be translated into Spanish, Khmer, and Tagalog. A concerted effort to market to traditionally underserved students is mandatory; failure to do so may result in reduced payment.

The contract runs for one year initially with options to renew for three additional one-year periods, not to exceed 48 months total. The current annual contract amount is $90,000, held by incumbent The National Theatre for Children. Vendor selection is anticipated for May/June 2023, with program implementation to commence by the beginning of the 2023–2024 school year. Student participation targets will be established following vendor selection rather than specified in advance.

Insurance requirements include commercial general liability ($1 million per occurrence / $2 million aggregate), workers' compensation ($1 million), commercial automobile liability ($500,000), and excess liability coverage ($4 million). Proposals must not exceed 20 single-sided pages at 11-point font with one-inch margins. LBUD reserves the right to select multiple vendors, reject any proposals, and expand scope of work on future extensions.
