Addendum No. 1 to Environmental Education School Program RFP (WD-23-090)

This is an Addendum No. 1 issued by the Long Beach Utilities Department (LBUD) on May 8, 2023, clarifying provisions of the Request for Proposals for an Environmental Education School Program. The program targets students in grades K-6, with flexibility to tailor curricula to specific age groups such as elementary schools (K-5). The program requires both in-person and virtual learning components. Proposals must be submitted online through the Long Beach Buys platform. Previous vendors who have worked on the in-school education program since 2015 are eligible to submit bids for the new contract. Student participation targets will be established based on the selected vendor and program type, with vendors responsible for marketing the program through necessary communication channels to meet established targets.

The current annual contract amount is $90,000, awarded to incumbent vendor The National Theatre for Children. References submitted by vendors are not required to be on company letterhead. The specific student participation targets will be determined following vendor selection rather than established in advance. LBUD, in partnership with other city utilities, seeks to establish an updated in-school environmental education program to be managed by the LBUD Public Affairs office, following the conclusion of the previous contract that has operated since 2015.

NOTICE TO OFFERORS

ADDENDUM NO. 1

The following changes and/or additions shall be made to the original Request for Proposals (RFP) for Environmental Education School Program (WD-23-090). Please acknowledge receipt of this addendum by signing and returning with your proposal.

As of Friday, May 5, 2023, the Long Beach Utilities Department has made the following revisions for the RFP for Environmental Education School Program (WD-23- 090).

The following questions have been raised. Answers are in red.

Q1: Not sure whether this is in scope - does your project have eLearning or online training components?

A1: Yes, the program could involve virtual learning. However, an in-person component is also required.

Q2: Since our program is administered by our team and is designed specifically for elementary schools (K-5) within the district, would it align with this RFP?

A2: Yes, the program could be tailored to this specific age group.

Q3: The RFP states “Please submit the three references on the Vendor’s company letterhead.” We have many relevant agency references, and it is completely okay to contact them. Please explain why the references should be on my company’s (Vendor's) letterhead. We are happy to do it, but I am curious as to why.

A3: Vendors are required to submit references but they do not have to be on the company letterhead.

Q4: May we know what company is currently providing this education service for

LBUD?

A4: The current vendor is The National Theatre for Children.

2 │Long Beach Utilities

Q5: If we may know, what is the current maximum annual budget awarded to your current vendor?

A5: The current annual contract amount for the program is $90,000.

Q6: I am unclear on whether our proposal should be delivered to LBUD via a physical paper copy or via email digitally. In what form should we deliver and to what exact address do we send our proposal?

A6: The proposal should be submitted online through the Long Beach Buys platform.

Q7: On page 10 of the RFP it states: LBUD, in partnership with other city utilities, has provided an in-school education program since 2015. The current contract for this program has come to an end and LBUD and ESB are seeking to establish a new contract for an updated in-school environmental education, to be managed by the LBUD Public Affairs office. Is LBUD looking for a brand new program/vendor or can a vendor that has worked for LBUD on it’s in-school education program bid on the project again?

A7: A vendor that has worked on the project before can submit a bid for the new contract.

Q8: On page 11 of the RFP it states: Selected Vendor(s) must continue to market the program through any communication channels necessary to meet the student participation targets established by the City of Long Beach utilities – can LBUD share what those student participation targets are? Are they just students in grades K-6?

A8: The specific targets would be established based on the vendor and type of program ultimately selected. Generally, yes, K-6 is the target.
