About this opportunity
The City of Moab is requesting proposals for professional consulting services to conduct a feasibility study for improved Colorado River access at Lions Park, with proposals due May 12, 2026 at 2:00 PM MDT via Bonfire. No set-asides or eligibility restrictions apply; however, project-relevant experience with Moab-area or similar municipal projects carries evaluation preference.
The scope encompasses existing-conditions analysis, environmental review and permitting considerations, stakeholder and community engagement, concept development and feasibility analysis with a preferred alternative, planning-level cost estimates, and implementation strategy. Deliverables include a comprehensive feasibility and scoping report. At least one in-person site visit is mandatory; the consultant must identify all in-person meetings and cost them in the budget, though additional meetings may be conducted virtually or led by City staff as proposed.
The City of Moab has allocated up to $200,000 in grant funding from the State of Utah Division of Outdoor Recreation's Utah Outdoor Recreation Initiative (ORI) for the feasibility study and implementation aspects. The contract term extends to April 30, 2027, to align with the grant funding deadline; extensions require justification submitted to the funding source. A single consultant will be selected following City Council approval.
Proposals are evaluated on a 100-point scale: company overview and team qualifications (10 points), project-relevant experience with references on a pass/fail basis (20 points), project approach and understanding (50 points), anticipated timeline (10 points), and price (10 points). Pricing must include fees by task, billing rates for all staff, and itemized additional expenses including subconsultants and travel. Proposals may not exceed 20 pages, excluding cover and cover letter. The City reserves the right to conduct interviews with highest-scoring respondents and to negotiate with the selected consultant or subsequent ranked respondents if negotiations fail. Questions were due April 27, 2026, with responses posted April 29, 2026. The tentative planned decision date is June 9, 2026. Any appeal must be submitted in writing within 7 business days of notification.
