About this opportunity
The Northeast Maryland Waste Disposal Authority is requesting proposals for on-call practical engineering, construction, repair, and deconstruction services related to solid waste infrastructure and facilities, with proposals due September 22, 2026. The Authority will select between two and ten qualified firms to enter Master Service Agreements covering transfer station, Resource Recovery Park, Materials Recovery Facility (MRF), and emerging technologies operations, or landfill services—or both categories.
Qualification requirements are modular: firms need not be qualified in both major categories or all tasks within a category to be selected. However, each firm must have at least one Maryland-licensed Professional Engineer on staff or accessible via contract to perform design-related services. Contractors are expected to maintain access to Maryland-licensed electricians, plumbers, and Commercial Driver's Licensed operators as applicable to projects they undertake. This procurement does not establish a qualified subcontractor listing.
Work is performed at Authority facilities across multiple jurisdictions in the Northeast Maryland region. The Master Service Agreement incorporates terms detailed in a draft confirmation document, under which selected contractors invoice monthly by the 9th for the prior month's work and the Authority pays within 45 days of receipt. Contractors must maintain audit-accessible records during business hours and comply with nondiscrimination provisions. The confirmation template includes reserved sections for scope details, cost proposals, exclusions, minority and women business enterprise requirements, and local hiring requirements to be completed upon execution of individual agreements.
The RFP does not specify contract value, incumbent firm, evaluation criteria, pre-proposal conference dates, or question-response deadlines in the source materials provided.
Opportunity text
The Northeast Maryland Waste Disposal Authority (the "Authority"), a multi-jurisdictional agency, is issuing this Request for Proposals ("RFP") from firms who are qualified to provide practical engineering, construction, repair and deconstruction services (i.e., on-call Contractor services) relating to solid waste infrastructure and facilities. The purpose of this RFP is to select multiple firms for on-call Contractor services. The Authority has identified two major categories of work. The two areas are 1) transfer station/Resource Recovery Park, Materials Recovery Facility (MRF) and emerging technologies operations; and 2) landfill services. The Authority will select and place no less than two and no more than ten of the qualified firms on one on-call contractor list to cover all aspects of these two areas. To be deemed qualified and to enter a Master Service Agreement with the Authority, the firm does not have to be qualified in both of the categories or all of the tasks in a particular category. This procurement will not create a listing of qualified sub-contractor firms. Offerors must have one or more Maryland licensed Professional Engineers (in an appropriate discipline) on staff, or accessible via contract, to perform design-related services under the on-call Master Service Agreement. Contractors are expected to have Maryland licensed electricians, plumbers, and Commercial Driver's Licensed operators, for any of the projects they perform, as applicable.
