Evaluation of proposals is anticipated to be completed by April 27, 2026, with a notice of intent to award posted on April 28, 2026. Evaluation criteria consist of qualifications (50 points), pricing (30 points), and COBID certification status (20 points), with the City reserving the right to conduct interviews with the top three proposals.
The contract is subject to Oregon prevailing wage rates for Clackamas County, as the total cost exceeds $50,000, and contractors and subcontractors must maintain a public works bond of $30,000 filed with the Oregon Construction Contractors Board. The City is committed to increasing opportunities for minority-owned, women-owned, veteran-owned, and emerging small business enterprises (COBID-certified) and strongly encourages all contractors to utilize these businesses for subcontracted services and materials, though certification is not required to submit a proposal. Proposers must acknowledge their COBID certification status on the Standard Proposal Form. The contract award value shall not exceed $250,000 for the entire five-year contract term. Pricing shall be structured on an hourly basis with separate rates for regular work hours, after-hours and weekend work, emergency callbacks within four hours, materials markup percentage, and vehicle charges as applicable. Proposals may not be revoked or withdrawn for 60 calendar days after submission, and the City reserves the right to extend contract terms and prices to other governmental agencies under Oregon Revised Statutes 279A.215.
