About this opportunity

Lowndes County Board of Commissioners (Georgia) is requesting proposals for engineering services to support community and economic development projects funded through the Georgia Department of Community Affairs, with proposals due August 17, 2026 at 4:00 PM. This is a Section 3 covered contract under the HUD Act of 1968, and Section 3 Business Concerns are encouraged to apply.

The scope encompasses pre- and post-award engineering services including preliminary engineering reports (required within 30 days of selection), planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout for public infrastructure improvements in water, sewer, street paving, and drainage. Firms must be able to supply all necessary engineering disciplines, carry Errors and Omissions Insurance, and meet preliminary engineering report deadlines. Firms must also verify legal qualification to conduct business and demonstrate prior experience with CDBG-funded projects.

Lowndes County is pursuing funding through the Community Development Block Grant Annual Competition, CDBG Disaster Recovery, Employee Incentive Program, Redevelopment Fund, and Immediate Threat and Danger programs. The selected firm may provide services for a limited time period based on grant funding availability. No specific contract value or term is stated.

Evaluation criteria scored on a one-to-four scale include years in business, firm history and resource capability, community knowledge, experience with DCA CDBG programs, capacity to meet the 30-day PER deadline, ability to provide required CDBG documentation, key personnel qualifications, and cost competitiveness. Cost proposals must itemize fees for design, bid phase, inspection, surveying, bid documents, bid opening assistance, bid analysis, contractor performance management, and DCA reporting.

Proposals must be submitted to Amy Woods, Purchasing Agent, Lowndes County Board of Commissioners, 327 N. Ashley Street, Valdosta, Georgia 31601. Interested firms should contact Korrelle Trollmann at the Southern Georgia RC, (229) 333-5277, to request the Statement of Qualifications Form and RFP scoring criteria. All contracts are subject to federal and state civil-rights compliance provisions including Title VI, Fair Housing Act, Section 504, and the Americans with Disabilities Act.
