The State provides existing utilities (except telephone, alarm, and computer services), garbage disposal, and grounds maintenance.
The minimum lease term is three years with anticipated effective date of January 1, 2027, followed by optional renewal periods subject to mutual agreement. Rental payments are monthly by the 10th; proposers must submit annual rental amounts as a flat rate for year one, with minimum annual increases of 2 percent beginning in year two. The selected proposer must be a registered, qualified financial institution under North Carolina law and obtain approval from all applicable regulatory agencies. Evaluation criteria include proposal desirability relative to facility operations, demonstrated execution ability, demonstration of sufficient funds, rental amount offered, and factors affecting public interest. A proposers' meeting will be held after the October 21 closing date and site visits, where selected proposers will submit lowest-price proposals.
