About this opportunity

The City of Blackshear, Georgia, in Pickens County, is issuing a Request for Proposals to select an architectural firm to provide comprehensive post-award services for a U.S. Department of the Interior Land & Water Conservation Fund project focused on park renovations and recreational facility development. The scope of work encompasses planning, design, cost estimating, bidding, contracting, construction oversight, quality control, and project closeout. Deliverables include final plans and specifications, cost estimates, bid documents, bid analysis, surveying services, and all required federal reporting and documentation. Qualified firms must demonstrate years of business experience, relevant expertise with federal grant projects, knowledge of the community, professional licensure, errors and omissions insurance coverage, and the ability to supply all major architectural disciplines necessary to complete the work. Evaluation will be conducted using a standardized scoring matrix assessing six key criteria: capability to provide all necessary disciplines, experience with the specific construction type, community knowledge, staff expertise, federal grants project experience, and cost competitiveness, with each factor scored on a scale of 1 (poor) to 4 (excellent). Interested firms must request the Statement of Qualifications form and scoring criteria from Michael Jacobs at the Southern Georgia RC, located at 1725 South Georgia Parkway West, Waycross, GA 31503, by telephone at (912) 285-6097. Proposals must be submitted to City Clerk Angel Robson at the City of Blackshear, 318 Taylor Street, P.O. Box 268, Blackshear, GA 31516, with a firm deadline of 2:00 p.m. on October 30, 2025; proposals received after this time or at alternate locations will not be accepted.

The City of Blackshear has not identified any set-asides or restrictions on organizational eligibility, though all resulting contracts will be subject to federal and state contract provisions prescribed by the U.S. Department of the Interior. The City commits to affirmatively furthering fair housing and providing equal access to all persons regardless of race, color, national origin, religion, sex, familial status, disability, or age. No incumbent vendor or current contractor is referenced in the procurement documents. The solicitation does not disclose a specific award value or budget range for the architectural services contract. The City reserves the right to accept or reject any and all proposals and to waive informalities in the proposal process. Firms should include in their pricing all costs associated with services from project initiation through final closeout, and they must provide three professional references along with proposed timelines for completing final plans and specifications.
