About this opportunity
Centre County Recycling & Refuse Authority is requesting proposals for supply and installation of a comprehensive security camera and video management system across all Authority facilities, with proposals due July 24, 2026 at Noon via Penn Bid. An optional pre-bid meeting is scheduled for July 8, 2026 at 10:00 AM at 253 Transfer Road, Bellefonte, Pennsylvania.
The scope encompasses approximately 28 cameras of multiple types (PTZ, 360-degree, thermal, license plate recognition, and varifocal turret) deployed across four primary locations: Main Building, Transfer Station/Building C, Scale House, and Building E (the Recycling Plant). The Main Building upgrade includes replacing a 32-channel Network Video Recorder with a 64-channel unit and installing four cameras along the front drive with one pole-mounted pair; the transfer station requires replacing three existing thermal cameras and installing one new thermal camera near the loading bay; additional replacements and new installations are specified at the Scale House and Recycling Plant. Associated work includes CAT6 cabling, network switches, and end-user training. The system must provide a minimum of thirty days of accessible, high-quality recorded footage and meet NDAA Section 889 compliance. Vendors proposing systems other than the basis-of-design system must submit complete technical documentation demonstrating compliance.
Evaluation criteria are technical compliance, vendor experience and reputation, project timeline feasibility, and quality of support and warranty terms. Substantial completion is required no later than October 31, 2026. Questions are due July 17, 2026 at Noon. Proposals must include detailed pricing breakdowns for equipment, installation, training, and maintenance, along with warranty and support term descriptions. The Authority reserves the right to reject any or all proposals and waive technicalities. Vendor selection is scheduled for July 28, 2026. Contact Patrick R. Burke, P.E., Senior Project Manager at Entech Engineering, Inc., at pburke@entecheng.com or 570-274-0294.
