About this opportunity
The Georgia Lottery Corporation is requesting proposals to design, develop, test, and implement a web-based Retailer Licensing Application System to replace the current paper-based process, with proposals due June 26, 2026, at 5:00 PM ET (extended from the original May 4 deadline by Addendum 2).
The system must streamline application intake, enhance data integrity, improve tracking and communication, and support GLC's modernization strategy. Qualifying vendors must demonstrate experience with comparable licensing or permit management systems, proficiency in modern Microsoft web technologies, understanding of UX/UI design and accessibility standards, and references from at least three similar projects completed within the past five years. All proposals must be submitted via email in PDF format. The successful bidder must comply with the Georgia Lottery for Education Act (O.C.G.A. 50-27-1 et seq.), participate in the federal E-Verify program, execute an NDA, and submit to background investigations.
Pricing is structured on a time-and-materials basis using blended hourly rates applied to estimated hours across six project phases: Requirements & Analysis, Design, Development, Testing, Deployment, and Project Management. Vendors must submit cost proposals using the provided Exhibit B Price Proposal Template.
Proposals will be evaluated using weighted criteria: Technical Approach & Solution Design (25%), User Experience Prototype (25%), Cost Proposal & Overall Value (20%), Vendor Experience & Qualifications (10%), Project Management & Implementation Plan (10%), and Support, Maintenance & Training (10%). All proposals constitute irrevocable offers valid for 90 calendar days from the submission deadline.
A mandatory bidders conference call is scheduled for April 6, 2026, at 3:00 PM ET via Microsoft Teams. Written questions are due by June 2, 2026 (extended from the original April 10 deadline by Addendum 2); GLC responses will post by May 22, 2026. The contract term commences upon execution and continues through a date to be specified in the final agreement. All solicitation updates and amendments are posted exclusively at https://www.galottery.com/en-us/about-us/procurement-opportunities.html; respondents are responsible for monitoring the webpage throughout the solicitation period. Points of contact are Kedar Janwadker (Software Design & Development Manager) and John Henderson (Purchasing Manager).
