About this opportunity

The District of Columbia's Department of General Services (DGS) is issuing a Request for Proposal (RFP) to procure program management services for SmartRoof and resilient infrastructure initiatives. The solicitation seeks one qualified contractor to provide comprehensive services supporting sustainability programs across the DGS portfolio, with a focus on solar PV assessments, energy storage evaluations, construction coordination, energy and resiliency audits, and design guidelines for sustainable building technologies. Key deliverables include stormwater retention credit management, solar PV operations and maintenance, and program management across the District's approximately 40 million square foot portfolio. The contract will be structured as an Indefinite Delivery/Indefinite Quantity (IDIQ) labor-hour contract with a base period effective from award through September 30th of the respective fiscal year and up to four additional one-year option periods. The RFP was released on August 5, 2024, with a pre-proposal conference scheduled for August 12, 2024, at 11:00 a.m. EST via Teams Webinar, and proposals are due September 5, 2024, at 11:00 a.m. via the DGS OpenGov platform.

The solicitation is exclusively designated for certified business enterprises under the Small and Certified Business Enterprise Development and Assistance Act, with mandatory subcontracting requirements that at least 35% of the contract's dollar volume be subcontracted to qualified small business enterprises. The contract includes provisions for alternative certified business enterprises if sufficient Small Business Enterprises (SBEs) are unavailable. The procurement will cover four primary labor categories: Principal, Senior Project Manager, Project Manager, and Junior Project Manager, with an estimated 4,250 labor hours per year. The total estimated contract value ranges from $768,000 in the base year to $888,804.50 in Option Year 5, with a maximum non-guaranteed aggregate value of $950,000 for the base period and each option year. Hourly rates will incrementally increase from $105-$252 per hour in the base year to $121.72-$289.83 per hour in Option Year 5, reflecting a 3% year-over-year escalation. Contractors must comply with various regulatory requirements, including the Living Wage Act, which mandates a minimum wage of $17.50 per hour effective July 1, 2024.
