About this opportunity

The Orange County Transportation Authority (OCTA) is requesting proposals for security services at 2677 N. Main Street in Santa Ana, California under a three-year contract term running July 1, 2026 through June 30, 2029, with proposals due June 10, 2026 (the 10th business day from the RFP posting date of June 22, 2026).

OCTA requires all security personnel to be paid according to California Director's General Prevailing Wage Determinations — the controlling labor cost standard.

The scope encompasses comprehensive daily security services across three shifts: day shift Monday through Friday, 5:30 a.m. to 2:00 p.m.; swing shift Monday through Friday, 2:00 p.m. to 10:00 p.m.; and Saturday coverage 7:00 a.m. to 3:00 p.m. Duties include detex patrols, fire control panel monitoring, elevator management, building sweeps, parking area inspections, courtyard furniture security, and daily activity reporting. Security officers must maintain professional appearance and courteous demeanor while documenting findings and reporting maintenance issues and safety hazards.

Proposals must include an executive summary, a cost and price form, and a contact list identifying executive and account manager personnel. The cost and price form requires bidders to specify prevailing wage rates for a site security manager and security officers, as well as itemized costs for manager and officer insurance, uniforms, and a cellular device with security software. All employees must meet applicable security industry qualifications.

No estimated contract value or incumbent contractor is identified in the solicitation documents.
