About this opportunity
The San Francisco Bay Conservation and Development Commission (BCDC), an independent state commission operating under the California Natural Resources Agency, is requesting proposals for strategic planning services under RFP SFBC-P-25-14, with proposals due July 3, 2026 at 3:00 PM and interviews scheduled for July 9–10, 2026.
A 5% small-business preference applies to certified small businesses. BCDC has waived the 3% Disabled Veteran Business Enterprise participation requirement for this solicitation. Proposers must be qualified to do business in California.
The scope is a comprehensive three- to four-year strategic plan to guide BCDC through 2030, including an implementation work plan and performance metrics. Deliverables comprise preliminary and final drafts of the strategic plan and supporting documents. The contractor must review background materials, conduct stakeholder engagement, design and participate in a Strategic Plan Working Group with Commissioners, obtain external input through stakeholder discussions and at least one public workshop, and complete all work by January 31, 2027. The contract terminates April 30, 2027.
Minimum qualifications require five years of experience designing strategic planning documents for policy-related organizations including government agencies, experience with organizations of 50–100 people, experience working with elected officials and governing boards, and demonstrated ability to provide nimble implementation for varied stakeholders.
The total contract value is $100,000. Compensation is at hourly rates that must include overhead and indirect costs, not to exceed the total project amount, with monthly payment on a task-completed basis.
Evaluation combines a 100-point bid evaluation and a 100-point interview panel score, with the highest composite score receiving the award. Questions are due June 22, 2026 at 3:00 PM. Bid opening is July 7, 2026 at 10:00 AM. Proposed award is July 16, 2026, with work to begin on or after July 20, 2026. Proposals must include project approach, work plan with timeline and milestones, team qualifications, cost breakdown with hourly rates, and two work samples with references. All required attachments — including Proposal/Proposer Certification Sheet, three references, Payee Data Record (Std 204), signed Contractor Certification Clauses, and applicable declarations for small business or DVBE status — must be submitted for responsiveness.
