About this opportunity
Southgate Community Schools is seeking concrete replacement contracting services through a Request for Proposal (RFP) issued for Wayne County and Sterling Heights City, Michigan. The procurement involves comprehensive concrete replacement work across district buildings, with an estimated annual project value of $100,000 and a total potential five-year budget of $500,000. The initial contract will be for one year, commencing in summer 2025, with potential renewals at the owner's discretion. Contractors must provide labor, materials, and equipment for concrete removal and replacement, including approximately 10,000 square feet of sidewalk annually, with tasks encompassing sawcutting, base preparation, concrete installation, ADA ramp construction, and restoration. Minimum bidder qualifications include being in business for at least five consecutive years, holding a Michigan license, demonstrating experience with public sector clients, and having completed concrete projects exceeding $250,000 for five public sector clients within the past decade. The proposal submission deadline is March 26, 2025, at 2:30 PM EST, with a non-mandatory pre-proposal meeting scheduled for March 11, 2025, via Microsoft Teams.
The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. Bidders must submit a comprehensive proposal package that includes a 5% bid security, several mandatory forms and affidavits such as familial disclosure, Iran economic sanctions compliance, non-collusive certification, and criminal background checks. The Board of Education reserves the right to accept or reject any bid, potentially award the contract to a non-lowest bidder, and waive any irregularities in the submission. Oral, telephone, fax, or electronic mail bids will not be considered, and all proposals must be submitted on provided forms in sealed, opaque envelopes marked with the bidder's name and project details. While no incumbent vendors are mentioned, the contract structure allows for potential annual renewals, suggesting the possibility of establishing a long-term relationship with the selected contractor. The total potential contract value over five years is $500,000, with annual work estimated at approximately $100,000, providing a stable and predictable engagement for the selected concrete replacement service provider.
