About this opportunity

The Austin Independent School District (AISD) issued Request for Proposal 26RFP044 to procure rifle-rated ballistic body armor systems for the AISD Police Department through authorized Safariland distributors. The solicitation seeks an initial purchase of sixty-six (66) complete ballistic body armor system units that are fully compatible with the Department's existing Safariland Sacramento front-zip external carrier platform. All proposed systems must consist of Safariland-manufactured components certified in accordance with National Institute of Justice (NIJ) Standard 0101.06, Level III, specifically NIJ model designation BA-3A00S-SX02 (In Conjunction With configuration) or its direct Safariland successor model, with all components being new, unused, and free from defects. The procurement requires delivery and fitting completion within four to six weeks of purchase order placement, with offerors required to submit a firm, not-to-exceed unit price per complete system that is all-inclusive of fitting, delivery, and implementation costs; pricing shall remain firm for the initial one-year term, with adjustments at renewal limited to five percent increases supported by manufacturer documentation. The RFP evaluation will assess proposals across four scoring categories: Technical Compliance (25 points), Product Design, Fit & Function (25 points), Vendor Experience (10 points), and Pricing (40 points). Key dates include pre-proposal conferences on February 13 and 20, 2026; public advertisement began February 24, 2026; questions were due February 26, 2026 by 5:00 PM CST; and proposals are due March 3, 2026 by 2:00 PM CST at a virtual bid opening. The resulting agreement will have an initial one-year term with AISD reserving the right to renew for up to four additional one-year terms, subject to funding availability and subject to potential additional purchases during the initial term or any exercised renewal term.

Offerors must be either Safariland manufacturers or authorized distributors/retailers with documentation of current OEM authorization, and failure to provide such authorization documentation may result in proposals being deemed non-responsive. All vendors must submit required forms including Bid Certification, Debarment Certification, Conflict of Interest Questionnaire, Strategic Partner Profile, Form W-9, and a comprehensive Vendor Questionnaire; vendors participating in drafting technical specifications or evaluation criteria are prohibited from competing in the resulting solicitation. AISD policies establish award criteria prioritizing purchase price, vendor reputation, quality of goods or services, alignment with district needs, past vendor relationships, historically underutilized business impact, total long-term acquisition costs, and state business presence for applicable contracts. The procurement includes compliance with federal requirements applicable when federal grant funds are expended and mandates that vendors certify non-debarment status and compliance with equal employment opportunity and environmental standards. The contractor must maintain general liability insurance with a minimum limit of $1,000,000 per occurrence and $2,000,000 aggregate. While no specific incumbent vendors or award budget values are listed in the solicitation documents, all proposed ballistic body armor components must integrate seamlessly with AISD's currently issued Safariland Sacramento platform, and the District retains the right to reject any and all proposals, with the contract contingent upon continued availability of appropriations.
