About this file
This is a Vendor Questionnaire attachment for Request for Proposals 26RFP044 issued by Austin Independent School District (AISD) for Law Enforcement Ballistic Body Armor Systems. AISD seeks proposals from authorized Safariland distributors to provide rifle-rated ballistic body armor systems for the AISD Police Department. The procurement involves an initial purchase of sixty-six (66) complete ballistic body armor system units compatible with the Department's existing Safariland Sacramento front-zip external carrier platform. All proposed systems must comply with National Institute of Justice (NIJ) Standard 0101.06, Level III, specifically NIJ model designation BA-3A00S-SX02 (In Conjunction With configuration) or its direct Safariland successor model. Offerors must confirm their ability to deliver and complete fitting of all units within four to six weeks of purchase order placement. The questionnaire requires submission of a single ballistic body armor system configuration with all required forms and attachments; alternate models, multiple configurations, or substitutions will not be considered unless expressly requested by AISD.
The questionnaire evaluates proposals across four primary scoring categories: Technical Compliance (25 points), Product Design, Fit & Function (25 points), Vendor Experience (10 points), and Pricing Disclosures (not scored, used for cross-check only). Offerors must be either Safariland manufacturers or authorized distributors/retailers with documentation of OEM authorization. All proposed components must be new, unused, and free from defects, with full manufacturer warranty maintained when used as configured and requiring no modification to existing issued equipment. Pricing submissions must include all costs for fitting, delivery, and implementation as a firm, not-to-exceed unit price per complete ballistic body armor system regardless of size, standard configuration, or fitting requirements. The solicitation explicitly prohibits additional fees beyond those reflected in the Bid/Price Table. AISD reserves the right to make additional purchases during the initial term or any exercised renewal term, subject to funding availability and RFP terms.
