About this opportunity

The City of Hayward is requesting proposals for professional consulting services to conduct comprehensive classification and compensation work under RFP 26-050, with proposals due June 25, 2026 at 4:00 p.m. through the City's eProcurement Portal.

The scope requires total-compensation salary surveys for four distinct employee groups: Hayward Association of Management Employees (approximately 88 represented classifications, due December 1, 2026); unrepresented employees (due December 31, 2026); Local 1021 SEIU Maintenance classifications (due December 31, 2026); and Local 1021 SEIU Clerical classifications (due December 31, 2026). The consultant must compile total cash compensation and total compensation data using appropriate comparator agencies, identify market salaries for each City position, conduct internal equity reviews, and deliver final reports with recommendations for each group.

No prevailing wage requirements apply to this professional services contract. The contractor must comply with the City's standard Professional Services Agreement template and all General Provisions, including workers' compensation insurance, public liability insurance with minimum single limits of $1 million, California-admitted insurers rated A:XI or better by A.M. Best, and nondiscriminatory employment practices under Hayward Municipal Code Chapter 2, Article 7. Contractors must also execute a non-collusion affidavit and certify non-involvement in nuclear weapons development under Ordinance No. 87024 C.S.

Evaluation uses a points-based system with eight equally weighted criteria at 12.5 percent each: proper submittal documentation, related experience, responsiveness to scope, experience of business and team members, proposal organization and completeness, management approach, compensation, and other required information. The contractor selection date is July 20, 2026. The City reserves the right to reject any or all proposals, split awards among multiple vendors, request supplementary information or interviews, and cancel or revise the RFP. Questions are due June 4, 2026. The City of Hayward, located in Alameda County, currently employs 831 staff across 14 departments with a proposed 2026/2027 operating budget of $539.8 million.
