About this opportunity
Dauphin County is requesting proposals for beverage vending machine services covering approximately 25 machines deployed across 11 county facilities, with proposals due October 16, 2026 at 4:00 p.m. ET via PennBid.
The scope includes installation, stocking, maintenance, and repair of non-alcoholic beverage vending machines (soft drinks, bottled water, sports drinks, juices, teas, energy drinks) at the Administration Building, Human Services Building, Courthouse, Adult Probation, Work Release Center, Dauphin County Prison, Booking Center, EMA, Schaffner Center, Northern Dauphin Human Service Center, and Dauphin County Recycling Center. Equipment must be ENERGY STAR certified where available and include cashless payment technology, electronic price displays, remote inventory monitoring, and full ADA accessibility compliance. The contractor must repair equipment within 48 hours of service requests, replenish products on a scheduled basis, provide customer service support, and submit monthly sales reports.
The contract term is five years with two optional one-year renewal periods. Proposals must identify a commission percentage paid to Dauphin County for machine placement, along with separate pricing for products, equipment, maintenance, and installation costs.
Evaluation criteria include contractor capabilities, experience, reputation, and ability to perform contract obligations promptly and efficiently. Selection will not be based on a weighted scoring rubric; the RFP does not specify one.
Proposers must provide three government or commercial references, company history documentation, and financial capability documentation. Certificates of insurance showing comprehensive general liability coverage with minimum limits of $1 million per occurrence and $2 million general aggregate are required, with Dauphin County named as a Certificate Holder and Additional Insured. A Non-Collusion Affidavit executed in compliance with the Pennsylvania Anti-Bid Rigging Act (62 Pa.C.S.A. 4503) must be submitted; failure to file the affidavit in compliance results in bid disqualification. All proposals become public records upon contract award. Questions should be directed to Edgar Cohen III, Director of Facility Maintenance, via the Ask a Question feature in PennBid.
