About this opportunity
North Huron Schools is soliciting design-build proposals for the installation of playground equipment across two distinct areas: a Pre-School playground ($25,000) and an Elementary playground ($150,000), for a total project budget of $175,000. The procurement is a Request for Proposal Design Build occurring in Huron County and Kincheloe CDP, Michigan. The scope of work is comprehensive and turn-key, requiring contractors to remove existing equipment and foundations, perform necessary excavation and backfill, install non-wooden, low-maintenance playground equipment with handicapped-accessible features, and install compliant play surfacing. All equipment must comply with the Consumer Safety Guide for playgrounds, feature clear sightlines for child monitoring, and include main supports of 5 inches in diameter with foundations set 42 inches below grade. Contractors must submit proposals by 1:00 p.m. on Tuesday, April 30, 2019, to the Office of the Superintendent of Schools. A mandatory pre-proposal meeting is scheduled for Thursday, April 18, 2019, at 11:00 a.m. at 21 Main Street, Kinde, Michigan 48445. Contractor interviews are scheduled for Friday, May 3, 2019, beginning at 10:00 a.m. Proposals must include a detailed milestone schedule and material quality comparisons, and all questions should be directed to Chip Hendrick at chip@rchendrick.com.
All bids exceeding $50,000 must include a 5% Bid Bond and a Performance, Labor, and Materials Bond. The contract is not subject to prevailing wage requirements; however, Michigan Sales Tax applies. Insurance requirements are substantial, mandating Workers' Compensation at statutory limits, Commercial General Liability of $1,000,000 per occurrence/$2,000,000 aggregate, Automobile Liability of $1,000,000, and Umbrella/Excess Liability of $2,000,000. The contract incorporates AIA Document A232-2009 General Conditions with supplementary modifications establishing an 11% maximum markup on changes to the work. Payment will be made monthly at 90% of work completed, with 5% retained for closeout materials and 5% for punch list completion, while the Owner will provide Builder's Risk Insurance. No specific set-aside designations or restrictions on organization types are indicated in the solicitation materials, and the Owner will provide a dumpster and porta-jon facilities to support contractor operations.
