About this opportunity
The Town of Knightdale, North Carolina, is soliciting letters of interest from qualified engineering firms to provide on-call construction engineering and inspection services for a five-year term (FY 2027–FY 2032), with LOIs due September 21, 2026, and a pre-qualification requirement that firms hold NCDOT Discipline Codes 195 (Roadway Construction Engineering & Inspection) and 233 (Structures Construction Engineering & Inspection) — the primary eligibility gate. Small Professional Services Firms receive priority consideration where evaluation scores are equal.
The scope encompasses field inspection, project documentation, pay-application preparation and review, certified payroll review, wage-rate interviews, supplemental-agreement preparation, subcontractor-agreement review, claim-request preparation, final inspection, and final-estimate completion for roadway, greenway, sidewalk, bicycle, and facility construction projects. The first project will be CEI and construction administration for the Old Knight Road Sidewalk project. Subconsultants are permitted and must also hold NCDOT pre-qualification.
The contract operates on a Cost-Plus payment basis with scope and fees determined separately for each assignment prior to notice to proceed. The Town may select one or more firms. Selected firms must maintain comprehensive insurance: $5 million Commercial General Liability, $1 million Automobile Liability, and $1 million Professional Liability per occurrence. Many projects will require compliance with federal procurement standards, Davis-Bacon Act provisions, and other federal contract-compliance requirements applicable to federally reimbursed work.
Evaluation criteria are firm experience (20%), staff qualifications and experience (40%), references (15%), outstanding workload (15%), and experience with federally reimbursed projects (10%). Questions are due September 9, 2026 at 5:00 p.m. Oral interviews are anticipated mid to late September 2026, with contract awards expected in October 2026.
